Aryanad Grama Panchayat committee discussed the Petition submitted by the MGNREGS workers, beneficiaries and general public of Aryanadu Gram Panchayat regarding various issues and problems faced in MGNREGS and decided to submit a memorandum to the central government as follows. The MGNREGS is one of the most significant poverty alleviation and livelihood promotion development program implemented in Kerala along with other States in the country. During the past fifteen years MGNREGS has produced desired social and economical impact in the living condition of the poor and socially deprived sectors in our panchayaths. Our Grama Panchayath has 18 wards and 28012 population. We have 6860 MGNREGS Job card holders and 55 percent of them are active workers and they find their means of livelihood through MGNREGS. Due to the high number and density of population and incidence of high rate of unemployment and low participation of women in the formal employment sector, more than 98 percent of active workers are women. The demand for employment under MGNREGS is much higher in our Panchayath.Moreover, demand for employment is also raised by the Neighborhood Groups, Self- Help Groups and their federation called Kudumbasree. But today, due to the new policy shift and direction on the part of the Union Government,we are facing a lot of operational level issues, some of which are listed as follows:- • Letter no. F .N.O.J- 11017/31/217/RE- 7(E-378816) of MoRD dated18.07.2022, communicates the information that a new provision would be provided in NREGS Soft, whereby the muster roll for a new work may not be issued, if 20 number of works are already approved in our gramapanchayath excluding plantation related works and works under PMAY-G/ State Housing Schemes. The implementation of the new provision by the MoRD will prevent the gramapanchayaths from taking adequate work for providing employment opportunity as per the demand from job seekers. This would be a violation of the entitlement guaranteed by the act. And also, the decision to limit the number of workers that can be taken up at any point of time in the gramapanchayaths is not feasible in a State like Kerala. In our State a Grama Panchayath consists of 13-23 wards and the geographical size and number of population in a ward is equal to a Grama Panchayath in other States in our country. Therefore, this will adversely affect the implementation of the scheme in our panchayath. So kindly withdraw the new provision and make a provision for providing work in accordance with actual demand for employment considering the present situation in Kerala and in our Panchayath. • NMMS is not in a fully operational condition. Therefore, attendance of is not able to be registered on time and to go to work in their work sites. • Due to lack of internet connectivity in some places, the mates are not able to record the attendance during their working time is also another major problem we are facing. The material fund is not allotted in time and it was received in the last financial year after a gap of one and a half years. So no one is ready to supply materials. This has created a major barrier to the undertaking of material works that create assets in our panchayat and poor households are unable to create assets for their livelihood promotion activities too. Therefore, there should be a mechanism to allocate material funds within three months. Therefore it is requested that considering our present scenario, the MoRD, Government of India have a look into the operational issues faced by the gramapanchayaths in Kerala for the effective planning and fruitful implementation of MGNREGS in the state and to make use of the benefit of the program to create employment opportunities to the poor and deprived section of the society and to strengthen primary productive sector and to activate local economic development of our panchayaths.
